Latinoamérica y Caribe se unen sin Canadá ni EE UU

El objetivo del nuevo organismo será proyectar a nivel global a la región con fundamento en el respeto al derecho internacional, igualdad de estados, respeto a los derechos humanos y la cooperación

Cancún, México. Mandatarios de la región aprobaron el martes por aclamación constituir la Comunidad de Estados Latinoamericanos y Caribeños que incorpore a todos los países del hemisferio, sin Estados Unidos ni Canadá.

Los presidentes y altos representantes de 32 países asistentes a la denominada Cumbre de la Unidad acordaron lanzar la nueva entidad, aunque su funcionamiento formal no ocurrirá sino en un futuro cuando se hayan acordado sus estatutos.

El objetivo del nuevo organismo será proyectar a nivel global a la región con fundamento en el respeto al derecho internacional, igualdad de estados, respeto a los derechos humanos y la cooperación, señaló el presidente mexicano Felipe Calderón, anfitrión del encuentro.

Dijo que la comunidad trabajará sobre la base de la solidaridad, inclusión social y la complementariedad.

El presidente cubano Raúl Castro calificó la creación del nuevo mecanismo como “de trascendencia histórica”.

“Están dadas las condiciones para avanzar hacia la constitución de una organización regional puramente latinoamericana y caribeña y que represente a las 33 naciones independientes de la América Latina y el Caribe”, añadió.

Al encuentro de esta localidad del caribe mexicano sólo faltó Honduras, país que no fue invitado por estar suspendido de la OEA.

Aunque los mandatarios estuvieron de acuerdo en la nueva entidad, las opiniones aún son divergentes sobre si debe sustituir o no a la OEA, un organismo que algunos han señalado como ineficaz para resolver disputas regionales y en el que sí participan Estados Unidos y Canadá.

Hasta en tanto no se constituya en su totalidad el nuevo organismo la cumbre de la unidad será “un foro unificado” que preservará el Grupo de Río y a la Cumbre de América Latina y el Caribe sobre Integración y Desarrollo (CALC), que por primera vez se desarrolló en el 2008 en Brasil y donde se habló de manera formal de la necesidad de avanzar hacia un nuevo mecanismo.

Trustees of the region adopted by acclamation on Tuesday form the Community of Latin American and Caribbean States that includes all countries in the hemisphere, without the U.S. or Canada.
The presidents and senior representatives from 32 countries attending the summit called Unity agreed to launch the new entity, although its formal operation not happen in the future when their statutes are agreed.
The aim of the new body will be projected globally to the region based on respect for international law, equality of states, respect for human rights and cooperation, said Mexican President Felipe Calderón, hosted the event.
He said the community working on the basis of solidarity, social inclusion and complementarity.
Cuban President Raúl Castro called the creation of the new mechanism as “historical significance”.
“Conditions are to move towards the establishment of a regional organization purely American and Caribbean region and representing the 33 independent nations of Latin America and the Caribbean,” he added.
At this meeting of the Mexican Caribbean resort only failed Honduras, which was not invited to be suspended from the OAS.
Although the leaders agreed to the new entity, opinions are still divided on whether to replace or not to the OAS, an organization that some have identified as ineffective in solving regional disputes that do participate in the United States and Canada.
So as not to constitute a whole new body the top of the unit will be “a unified forum” that will preserve the Rio Group and the Summit of Latin American and Caribbean Integration and Development (CALC), which first was developed in 2008 in Brazil, where formally discussed the need to move towards a new mechanism.
